Does changing an image to 300 DPI make it sharper?

No. A 300 DPI label alone does not create more image detail. For image files, effective PPI means pixels per printed inch. A 3,000-pixel edge prints at 10 inches (25.4 cm) at 300 PPI. Enlarging the pixel dimensions is a separate step, and important text still needs visual checking.
